I think in Germany you need an approval, which has to be registered in the vehicle documents, but it should be possible to get this. An approved examiner has to check the finished installation.
This is valid for local vehicles only, vehicles licensed in other countries do not need anything like that to stay temporarily in Germany.
I know about a MX-5 with a hard dog, which is licensed in UK, so it has to be possible there too.

[Update:Zuletzt bearbeitet am 22-Nov-02 um 09:49Uhr (GMT)]Are you going to register the car with German plates?
If so, there are special laws for people who bring a car that was licensed to them abroad.
If your having your car registered as military personel in Germany you should try to check with colleagues in Germany.
If you need any more information please let me know and I give you a contact of a US friend who worked in Germany for some time.

Thanks for answer,
Actually I need to acquire info as I'm trying to make my chassis stiffer than it is;
I'm not really sure I'm gonna to modify as i have probably the best style bar I ever seen and I do not want to change ( hard dog are estetically orrible) therefore I will provide My car with middle cage which are bars of doors stiffening; such bar provide best stiffening of middle section chassis. I do that because my feeling is that Hard dog are not allowed here in europe and I've already licensed my car. Additionally : my style bar is really a mythos and I do not want to change anyhow. Probably the best as it is provided of Moto GP soldering and look great.
Cheers
